HTC One M7 Can't install Custom Recovery "FAILED(data transfer failure(Unknown Err))"

Hi Guys, Noob here, trying to get my new phone to behave.

I have a HTC One m7 (AT&T I believe) that I just bought off ebay.
I would like to install custom ROMs, but am being thwarted on every path.
I have installed HTC Driver 4.5.0.001 as linked on android(dot)cmphys(dot)com/flashing-recovery-on-htc-devices/
I am running Win 7, and have fastboot and adb working (can communicate with phone)
I have Unlocked my phone with HTC which has defaulted the ?original? ROM back to ?Chinese?.
The Phone came s-off

When I try to flash the recovery the following happens:

If I boot into Recovery (Android System Recovery <3e>, LRX22G release-keys) it comes up with the following errors:

E:missing bitmap oem_unlock_bg
(Code -1)
E:missing bitmap oem_unlock_bg_yes
(Code -1)
E:missing bitmap oem_unlock_bg_no
(Code -1)
Write host_mode success
Handle_cota_install:Can't mount /sdcard, 1 - 5 times

When I plug in usb connection (USB 2) while in recovery mode my computer doesn't even recognize a device is present (drivers work in normal and Fastboot USB Mode)

I have looked for similar issues but can't find any, I am hoping you guys are able to help out. Thanks.
