Is it true all ZTE Android p[hones come with an unlocked bootloader?

I'm looking into buying the ZTE Blade G Lux and I read somewhere here that all ZTE phones come with an unlocked bootloader, is this true?

If not, does anyone know a legitimate process to unlock the bootloader for this phone?
